Water Hybrid Cars ?

Does anyone know how these things work?

I ran across this site earlier for water hybrid cars , but how does the whole deal work? The site claims to:

I don't get it. If you can run your car on water why isn't everyone doing it? Does noone know?

Anyway check out the hybrid car site and tell me what you think, because I cant understand it to be honest.
